You can travel without a photo ID. Not sure what TSA guy was referring too as “special, extra” screening? But it must not be too bad if people are knowingly traveling without a Photo ID. You can choose, instead, to fly as a selectee. The supreme court confirmed this in the case a Gilmore a few years back. Many people have been flying (intentionally or by accident) without ID ever since, including myself. It's really not a big deal.
